C&F agents have sought NBR’s help in resolving complexities related to the HS code

Leaders of the Clearing and Forwarding Agents Association (C&F) have sought a legal solution to the complexities surrounding the Harmonised System (product identification or HS code) used in import-export.

Representatives of the C&F Agents Association spoke about this while participating in a pre-budget discussion organised by the National Board of Revenue (NBR) at Segunbagicha in Dhaka on Sunday (13 February).

Referring to Section 32 of the existing Customs Act on misdeclaration, one of the leaders of the organisation said that the issue of motive needs to be specified in this section.

The leaders said that this creates complications as the law does not specifically address the issue of motive. What happens is if someone imports goods under a facility provided by NBR, it is assessed under different HS codes. Then the importer does not get the benefit given by the government, rather falls into the category of miss-declaration. We need to get rid of this.

The meeting, chaired by NBR member Masud Sadiq, was also attended by senior NBR officials.
