Chittagong Customs House has issued 12 instructions to prevent the intrusion into the software by forging the user ID and password of the customs officials in the export duty. This instruction has been issued through a public notification because of a case of forgery of user ID and password of the officers of Chittagong EPZ Division of Chittagong Customs House recently.
The customs authorities issued these instructions in a notification to all importers, exporters, investors, commercial managers, C&F agents, customs, and jetty governments under the CEPZ division. Mizanur Rahman, Deputy Commissioner, CEPZ Division, Chittagong Customs House, has recently issued this notification.
The theft of the IDs and passwords of the two officers entered the Customs ASYCUDA WORLD System in a technical process, the release said. By showing systematic tariffs, some fake documents are being smuggled under the guise of trade and facilitation of raw material tariffs of export-oriented industrial establishments in BEPZA EPZ. This issue has been widely reported in the national media. An investigation committee formed by Chittagong Customs House and several government departments and agencies is working on the matter.
In this situation, the CEPZ Division Customs Authority issued a public notice for the purpose of identifying such misdeeds in the future and as part of the overall security measures to protect the ID and password of the officers and to prevent counterfeiting.
The guidelines include, that every defect-free application, submission, folder, docketing, bill of export, which is available by 12 pm of each working day, must be settled on the same day. Those who carry the documents should not unnecessarily crowd in front of the officers’ table. Any findings found in the review of physical examination documents should be notified to the superior officer within a short period of time and the good files should be settled under personal supervision.
If any pending bill of entry/export related to customs and revenue is retained by the C&F agent importing officer, it will be recommended to take action as per the licensing rules. Permit-carrying Customs Government and Jetty Governments must carry a valid identity card (ID card) and present it as requested.
If the C&F agent applies in the context of the Bill of Export Amendment application, the amended documents must be attested by the importing agency or its commercial manager and in case of amendment, column number, earlier information, and information that can be corrected must be mentioned in the form of a table. Visitors cannot enter the officers’ rooms (except for export activities) outside the stipulated time. No one shall be allowed to enter or exit the office and work area without permission except the import-export company or the authorized officer holding a valid custom jetty government with a C&F agent work permit and ID card. Outsiders will be identified as illegal intruders and will be handed over to the law in the interest of investigation in case of an accident.
